The Aldmeri Dominion
The Aldmeri Dominion consists of the Altmer of the Summerset Isles, the Bosmer of Valenwood, and the Khajiit of Elsweyr.
The original Aldmeri Dominion, also known as the First Aldmeri Dominion, was an empire founded by Queen Ayrenn in 2E 580, in the midst of the Interregnum. It was conceived after Ayrenn assumed the throne of Alinor. Having traveled Tamriel extensively before returning to the Summerset Isles, she was aware of the dire threats menacing the world and saw it as the proper duty of the Elves to put things right. At the same time, the Bosmer and Khajiit were facing troubles of their own and in need of allies. Consequently, the Summerset Isles, Valenwood, and Elsweyr signed the Elden Accord and joined together to form the Dominion, which by the end of 2E 580 had entered the Alliance War to claim Cyrodiil's Ruby Throne and control of Tamriel, as well as to prevent the rival Daggerfall Covenant and Ebonheart Pact from doing the same. The First Aldmeri Dominion's ultimate goal was to usher in a new age of Elven rule across Tamriel in order to protect the land from the careless actions of the younger races.
In our guild's timeline, the Dominion has not gained nor lost any of its land in Tamriel.
Daggerfall Covenant
The Covenant consists of the kingdoms of High Rock, the Kingdom of Orsinium, and the Kingdom of Sentinel. The alliance is an egalitarian association which uses its military might to secure lucrative trade routes. Led by High King Emeric of Wayrest, the Covenant seeks to capture the Ruby Throne in order to restore the Second Empire and return stability to Tamriel.
The marriage of King Emeric to Princess Maraya of Sentinel led to the Kingdom of Sentinel, under King Fahara'jad, entering a trade agreement with High Rock. The Orcs of Orsinium, led by King Kurog, joined the alliance after Emeric pledged to restore their kingdom following their assistance in Ranser's War; however, there are a number of Orcish tribes both in and outside of the Wrothgar Mountains who remain independent of the Covenant.

Ebonheart Pact
The Ebonheart Pact was a military alliance between the Great Houses Dres, Hlaalu, Indoril, and Redoran of Morrowind, the Kingdom of Eastern Skyrim, and the tribes of Shadowfen and Thornmarsh in Black Marsh during the chaotic Interregnum of the Second Era. It vied with the Aldmeri Dominion and Daggerfall Covenant for control over the contested Ruby Throne in Cyrodiil. It was a creation of unlikely allies, who had long histories of strife between them, but united for mutual defense, first against Akaviri invaders and later against the Daedric cultists of Molag Bal in Cyrodiil. They aimed to wipe away the rash rule of the Empire and end once and for all mortals' entanglements with higher power from beyond Nirn. The Pact was led by Jorunn the Skald-King, who headed the Great Moot, as well as the three living gods of the Dunmer.
The Pact arose out of the Second Akaviri Invasion in 2E 572. The force under the command of Ada'Soom Dir-Kamal landed just north of Windhelm, taking the city completely by surprise. The city was sacked and Queen Mabjaarn and her heir Nurnhilde were slain, leaving the crown to Mabjaarn's son, Jorunn. Together with his twin-brother Fildgor, he rallied a desperate defense, but the Akaviri army bypassed him, marching instead into eastern Morrowind, where they were met by Dunmeri forces under Almalexia. In an unprecedented show of cooperation between races with a great deal of historical enmity, Jorunn and Almalexia worked together to encircle Dir-Kamal's forces in Stonefalls. The resulting Battle of Vivec's Antlers was a close-fought engagement until the surprise arrival of Argonian reinforcements, who helped drive the invaders back into the sea, ending their threat to Tamriel.
This allegiance forged in battle was ratified with treaties signed in Ebonheart, resulting in the manumission of Argonians enslaved by the Dunmer as thanks for their crucial intervention. The Pact struggled to reconcile the desires of three such distinct factions, but was able to stay strong for over a decade due to the need for mutual defense and the camaraderie of brothers-in-arms. Eventually, the Tribunal became aware of dark happenings in Cyrodiil, and called upon its allies to mount a righteous war against the corrupt and disintegrating Empire.
In our guild's timeline, the Tribunal is losing land to a rising cult who have sworn allegiance to a so called Nerevarine. Vivec has already allied himself with the Nerevarine. Sotha Sil's automatons were sent in an attack, so he is considered hostile to the Nerevar. Almalexia is in open conflict with the Nerevar and previously attempted to snuff out the Nerevar's life. Luckily, she was unsuccessful.
Great Moot
The Ebonheart Pact was governed by a separate body called the Great Moot, wherein decisions were ratified by representatives from the Pact's three member nations. The Great Moot convened in the Pact's capital of Mournhold. In 2E 572, Jorunn the Skald-King of Eastern Skyrim was named acting High King of the Great Moot after he thwarted an Akaviri invasion with the aid of Dunmer and Argonian forces. In 2E 582, Jorunn's rule was again ratified at the summit of Skuldafn following his brother Fildgor Orcthane's failed attempt to usurp the throne.
Vicecanons
On the regional level, vicecanons represented each of the three Pact provinces of Skyrim, Morrowind and Black Marsh to oversee the safety and prosperity of that region. For example, in 2E 582 the Black Marsh region of Shadowfen was overseen by vicanons Hrondar (Skyrim), Servyna (Morrowind) and Heita-Meen (Black Marsh) from its capital Stormhold. Vicecanons were selected based on their strategic and diplomatic skills.
